China, with the help of satellites, computers, and enough tracking devices to monitor the weather for each kilometer of land surrounding the Olympic stadium.
According to an article by Technology Review, Chinese engineers will shoot missiles full of silver iodide and dry ice into any incoming clouds, causing them to rain and dry out before hitting the stadium.
